Introduction
The utility industry as a whole is governed by an ever-changing and endless list of projects. Energy generation and delivery systems must be routinely updated and maintained according to schedule or repaired in emergencies. New communities or business/industrial districts require utility access and delivery, while the demands for existing services increase or decrease with shifting populations. Added to this list of variables is the occurrence of unforeseeable obstacles created by events such as weather, accidents and vendor delays and political or community challenges. Any or all of these events can severely strain the efficient management of projects and resources throughout the utility industry.
This atmosphere of constant change is further complicated by an era of deregulation, which is challenging organizations to select the right program of projects to improve their competitive position. Deregulation has made it possible for many utility companies to compete for projects outside of their traditional roles of power generation, transmission and delivery to include design, procurement and construction services in the open marketplace. This is also a more highly competitive environment, where cost and time issues are much more sensitive, and where a group that has implemented “best practices” has a decided advantage. As organizations continue to consolidate and reengineer their work force the standardization of best practices and efficient use of resources across multiple projects and sites have become corporate initiatives to increase shareholder value.
